We’re excited to announce that our annual healthcare forum for business leaders, Presidents’ Partnership, is returning this year and will be hosted and moderated by MemorialCare's President & CEO, Barry Arbuckle, Ph.D. The theme is 2021: A Path to Renewal, and will feature this year's keynote speaker Dr. Lisa Bielamowicz, President & Co-Founder of Gist Healthcare, and an expert panel that includes Matt Bittner, Area Vice President of McGregor & Associates, A Gallagher Company/General Manager of California Schools VEBA, Kevin Chinn, Division Head, Health System Alliances, CVS Health, Doug Ramsthel, Executive Vice President & Partner at Burnham Benefits, and Laura Victoria, Senior Director, Human Resources Laserfiche who will share their views on moving health care and benefits forward in a world transformed by COVID-19. Barry Arbuckle, Ph.D. is President and CEO of MemorialCare, a leading Southern California non-profit integrated healthcare system with over 200 sites of care. Under his leadership, MemorialCare has experienced unprecedented growth and financial performance. He has appeared on the cover of multiple regional and national business magazines noting MemorialCare’s leadership in clinical information, evidence-based
medicine, financial and management systems and advancing healthcare reform. He is a strong advocate for employers seeking high value health benefit options and secured an innovative, exclusive direct contract with The Boeing Company for the delivery of healthcare services to its employees in Southern California and excels in Accountable Care Organization contracts.
Dr. Arbuckle has been the Chair of the Integrated Healthcare Association and currently serves on its board. He’s past chair of the California Hospital Association and March of Dimes–California, and is a member of the Health System Executive Council of the Bipartisan Policy Center and Chair-Elect of the Healthcare Leadership Council. Dr. Arbuckle serves on the boards of the AHA National Healthcare Systems Council, the National Health Systems Advisory Council for CVS Health and the National Healthcare
Advisory Council for Anthem. In addition, he is Chairman of the MemorialCare Innovation Fund. Dr. Arbuckle serves on Becker’s Healthcare National Advisory Board and keynotes Becker’s national conferences. He speaks nationally and globally on a variety of topics in healthcare, including Health System Strategy, Innovation, Partnerships and Succeeding in Value-Based contracts.
A graduate of Missouri State University, Arbuckle earned his master’s degree from Arizona State University and a Ph.D. from University of North Carolina. He also served on the adjunct faculty for the departments of psychology, sociology and the graduate school of nursing at California State University, Long Beach.

Division Head, Health System Alliances, CVS Health
Kevin Chinn is a Senior Director at CVS Health and leads the Health System Alliances division. His team is responsible for creating mutually beneficial business relationships with provider groups and health systems across the country, utilizing all of CVS Health's enterprise assets: Retail Pharmacy, Specialty Pharmacy, Caremark®, MinuteClinic®, Transformation, Coram®, Omnicare®, 340B, and Aetna.
As health care is evolving from a volume to value model, his team is responsible for ways to utilize these assets to create new models that will reduce cost and improve
quality measures. Prior to his current role, Kevin was the Division Head of Sales & Business Development with HSA. Before Joining CVS Health, Kevin worked at Medtronic and Abbott, where he was responsible for sales, marketing, physician education and practice development in Southern California. Kevin has a B.S. in Business Economics from the University of Arizona.
Executive Vice President & Partner, Burnham Benefits
Doug Ramsthel is an Executive Vice President & Partner at Burnham Benefits, the largest independent benefits firm in California. He consults with employers across the U.S. on their benefit plan strategy, design and funding to reduce costs without compromising the quality of the benefits offered. Doug has worked in the industry since 1986, and is a recognized specialist in self-funding, consumer driven healthcare, underwriting, and financial analysis. Within Burnham, Doug provides firm leadership and is the industry lead for Hospitality and Healthcare. He is also the co-founder of 360 Rx Solutions, a company dedicated to providing PBM transparency and value for self-funded employers.
He obtained his B.S. in Economics from the University of Oregon, Magna Cum Laude, Phi Beta Kappa. Notable Quality/Achievement in the Benefits Industry/Designations: Doug is a designated Certified Financial Planner (CFP) and a member of the International Foundation of Employee Benefit Plans (IFEBP). He contributed articles to several trade industry publications, including California Broker, World at Work, Consumer Driven Healthcare, and quoted in the Orange County Business Journal on HSA plans. Doug is currently on the Board of Advisors for the University of Oregon College of Arts and Sciences.
Senior Director, Human Resources Laserfiche
Laura Victoria is Senior Director of Human Resources at Laserfiche. She has a combined 34 years of professional experience in magazine publishing, corporate events planning and human resources. As HR Senior Director, she oversees HR for Laserfiche’s U.S. operations, including compensation and benefits, employee relations and engagement, professional development, compliance, and corporate social responsibility.
Laura joined Laserfiche in 2004 as an Events Manager overseeing the company’s end user and value-added reseller conferences. In 2005, she transitioned into a role as Recruiting Manager, where she was responsible for building the company’s recruiting team, developing critical talent acquisition strategies for both the U.S. and international offices. In 2010, she was promoted to HR Manager to develop process improvement strategies for the company’s growing team. She was named Director of HR in 2016, and Senior Director in 2019.
